Two of World's Busiest Airports Deploy Biometric Automated Passport Control Kiosks; Global Market to Grow 22% CAGR from 2014 - 2018

APC kiosks enable international travellers to rapidly clear passport control by entering their own immigration information. Automating this process via self-service kiosks decreases international arrival wait times by as much as 80% for kiosks users and 50% for all passengers.

The first generation of APC kiosks did not include biometrics and were available only to US and Canadian passport holders. Biometric APC kiosks extend this service to international travelers from 38 visa-waiver countries including Australia, Japan, Germany and the United Kingdom.

NexID Receives Grants to Fund Further Development, Commercialization of Biometric 'Liveness Detection'

POTSDAM, N.Y., April 30, 2014 /PRNewswire/ -- NexID Biometrics LLC, whose "liveness detection" technology boosts protection in applications with critical security-authentication needs, today announced it has received a series of funding grants totaling $325,000, including a highly competitive award given to emerging companies in central New York state.

NexID, the first company to offer liveness detection software for fingerprint-sensors on mobile devices, said the grants will fund further research, development and commercialization of additional modes of authentication that go beyond its deep expertise in detecting and mitigating attempts to spoof fingerprint scanners used for authenticating entry to secure locations and systems.

NexID will participate with Clarkson University here and West Virginia University in the joint research into biometric security technology sponsored by the National Science Foundation and gain the right to license technology that results from that research. NexID is a venture "spinout" from both institutions, with several of the company's founders serving on their faculty.

To expand the NSF-funded work at Clarkson and WVU, NexID has received a matching grant of $100,000 from Seaway Private Equity Corporation (SPEC) to develop a commercial liveness-detection application for security systems that scan people's faces and the irises in human eyes.  SPEC provides early stage equity capital funding for companies in St. Lawrence County, N.Y., with significant growth potential.

NexID also received a $150,000 Grant for Growth from the Syracuse-based CenterState Corporation for Economic Opportunity (CEO), which will be augmented by another matching grant from SPEC in the amount of $75,000.  The CenterState CEO grant to NexID was one of only two organizations awarded from among scores of companies that applied for funding.

"We expect this funding to extend and accelerate our operations through the two to three years it may take before NexID begins to realize royalty revenue from the licensing of our technology in these new areas," said Dr. Stephanie Schuckers, Professor of Electrical and Computer Engineering at Clarkson University and CEO of NexID.

Privately held, NexID has operated organically since 2007 by licensing the use of its software to makers of traditional fingerprint-scanning systems to authenticate users at international border crossings and to gain access to laptops, systems and secure locations.  NexID's research into spoofing techniques and liveness detection software raises the effectiveness of fingerprint-scanning systems to over 95 percent.

The Miami-Dade School Board has the right idea, placing two core requirements upfront on biometric programs: parents must provide informed consent, and the schools must protect all student biometric information, including not sharing it outside the district.

Biometric technologies do not store identities; they store templates, or a series of numbers, to correspond to the mathematical features of the physical attribute, whether it is an iris, palm or fingerprint. The state can require that no actual biometric images are stored as well, which is the case with most programs that exist today. Vendors usually do not store images in order to protect privacy and adhere to international standards, assuring that a system breach would only provide a jumble of useless numbers. Reverse engineering back into an image is difficult. Even if an image were obtained, identifying a particular child from just an iris or fingerprint, for example, is impossible.

To further assure privacy, names are kept separate from the biometric templates, encrypted, and not directly linked with the biometric data. That way, even if hackers manage to break encryption, the result would be templates with no other identifying information. In addition, biometric systems today include "anti-spoofing" to distinguish imposters from the real person.

Biometric authentication enables a dramatically higher degree of assurance that you are whom you say you are, providing both privacy and security and making it extremely difficult for imposters to use the data. In fact, if biometric authentication were more widely used for credit-card transactions than personal-identification-number signatures, for example, the impact of the Target identity heist would be vastly reduced.

Neither are biometrics unfamiliar territory, even for kids. People like iPhone 5's fingerprint passcode because neither parents nor kids can easily break into each other's phones and snoop.

Florida is not the first to consider biometrics in schools. Schools in the United Kingdom, Africa, India and the U.S. are using biometrics successfully for both faculty and students to determine attendance and provide services, for example. West Virginia's Beverly Blough, director of food service for Wood County Schools, implemented a fingerprint school-lunch program in 2009 when her schools, highly dependent on federal dollars, were unable to reliably account for school lunches as required by federal law. The program has widespread support because of its proven benefits, including more time for lunch, no more lost IDs, and budget accountability.

In a 2010 interview with the National Biometric Security Project, Blough said, "The main ingredient to a successful biometric system may be to get parents on board early. I was prepared that there would be some negative reaction. We told parents: We are not going to force you. If you object to this, you may opt out. Considering the number of students, we really have a very small number of people that have chosen not to allow their children to be scanned."

In addition, biometric systems today include "anti-spoofing" to distinguish imposters from the real person.

Biometric authentication enables a dramatically higher degree of assurance that you are whom you say you are, providing both privacy and security and making it extremely difficult for imposters to use the data. In fact, if biometric authentication were more widely used for credit-card transactions than personal-identification-number signatures, for example, the impact of the Target identity heist would be vastly reduced.

Neither are biometrics unfamiliar territory, even for kids. People like iPhone 5's fingerprint passcode because neither parents nor kids can easily break into each other's phones and snoop.

Florida is not the first to consider biometrics in schools. Schools in the United Kingdom, Africa, India and the U.S. are using biometrics successfully for both faculty and students to determine attendance and provide services, for example. West Virginia's Beverly Blough, director of food service for Wood County Schools, implemented a fingerprint school-lunch program in 2009 when her schools, highly dependent on federal dollars, were unable to reliably account for school lunches as required by federal law. The program has widespread support because of its proven benefits, including more time for lunch, no more lost IDs, and budget accountability.

In a 2010 interview with the National Biometric Security Project, Blough said, "The main ingredient to a successful biometric system may be to get parents on board early. I was prepared that there would be some negative reaction. We told parents: We are not going to force you. If you object to this, you may opt out. Considering the number of students, we really have a very small number of people that have chosen not to allow their children to be scanned."

Biometric Border Controls Failed the Passengers of Malaysia Airlines Flight 370

DENVER, March 18, 2014 /PRNewswire/ -- Had Malaysia - the world's first country to introduce biometric ePassports and a leader in automated border control eGates - biometrically verified passengers, those with false travel documents and any terror suspects could have been identified before boarding Malaysia Airlines Flight 370.

At least two passengers with stolen passports slipped past security. 

According to Maxine Most, biometric identity and security technology expert, "Had the Kuala Lumpur International Airport employed biometric authentication for everyone with access to airplanes, investigators would have a reliable record of every individual - passengers, crew, and workers - who accessed the aircraft prior to take off. These measures may not have prevented the disappearance of Malaysia Airlines Flight 370, but they may very well prevent similar tragedies in the future."

Most's Acuity Market Intelligence reports that by the end of 2014, 110 countries will have issued more than 700 million biometric ePassports representing 83% of all those in circulation and 66 countries will require visa applicants to submit biometrics.

The United States is among 10 countries that collect biometrics from all foreign visitors when they enter the country with many more likely to do so over the next five years. In addition, more than 150 airports currently have some form of automated border control eGates or kiosks that either rely on ePassports or require separate biometric registration. This number will double by 2020.

Identity assumption remains possible where passports do not meet the international standards requiring inclusion of a biometric, or a country fails to implement processes to read biometrics. Today, the United States and countries around the world, including Austria, Italy and Malaysia, issue e-passports that meet international security standards. However, where countries fail to embed biometric readers into border processes at both entry and exit, the likelihood of success for a stolen passport to be used for purchase and check-in of an international flight increases substantially.

The 9/11 Commission border team concluded that the 9/11 terrorists had engaged in a specific terrorist travel operation. In other words, not only did the four nearly simultaneous hijackings of four commercial airplanes constitute a coordinated operation, but so did the hijackers' travel. This coordinated operation was dubbed "terrorist travel." The Commission stated:

Terrorists must travel clandestinely to meet, train, plan, case targets, and gain access to attack. To them, international travel presents great danger, because they must surface to pass through regulated channels, present themselves to border security officials, or attempt to circumvent inspection points. In their travels, terrorists use evasive methods, such as altered and counterfeit passports and visas, and immigration and identity fraud. These can sometimes be detected. See 9/11 Commission Final Report at p. 384.

Anyone planning clandestine travel understands the importance of success and consequences of detection. In the case of Malaysia, it was viewed by Osama bin Laden as an "excellent" venue for meetings because Muslims could enter without a visa, including those with Saudi and Gulf passports. See 9/11 Commission Final Report at pp. 59-60.

The investigation into the disappearance of the Malaysian flight calls for a conclusive answer as to the ticket-holders' identities, and conclusive information on whether these individuals boarded. What remains clear and unmistakable is that these individuals should never have been able to use the stolen passports to gain access to international travel at all.
